Federal-Installation Drug-Testing Reality
Active-duty Marines at MCAS Beaufort and MCRD Parris Island face categorical cannabis prohibition under UCMJ Article 112a. Recruits at MCRD Parris Island face mandatory drug screening at multiple stages of basic training. Federal civilian DoD employees and contractors face EO 12564 / Drug-Free Workplace Act of 1988 requirements. Cannabis use is incompatible with virtually any role at either installation.
Sen. Tom Davis (R-Beaufort) — The Compassionate Care Act Sponsor
Sen. Tom Davis represents Beaufort and Jasper counties (Senate District 46). Davis has been the principal sponsor of the Compassionate Care Act every legislative session since 2014. The fact that Davis represents the Marine Corps Lowcountry has helped shape his legislative posture: the Compassionate Care Act has been crafted as a heavily restricted, law-enforcement-friendly medical-cannabis framework intended to maximize coalition-building potential while addressing the federal-installation constituency’s concerns.
Davis’s coalition-building approach has included:
- Restricting allowable forms (no smokable flower; no home cultivation).
- Limiting qualifying conditions to specific severe diagnoses.
- Requiring physician certification.
- Excluding adult-use legalization framing entirely.
- Engaging with sheriffs and prosecutors to address law-enforcement concerns.
